According to the Global Competitiveness Report (WEF, 2019), Russian Federation competitiveness has been increased by 2.5 points on 12 aggregate indicators. Notably, the growth of innovation by 2.2 points was reached through adaptation of the Internet. The macroeconomic stability, relatively low inflation at the level of 3% have encouraged an interest in innovation and commercialization of inventions. Also, the report highlights an increasing investment in R&D. However, the indicator that actually reduces our position in the global ranking is still low competition on the domestic market. On the other hand, this indicator is an advantage of the Russian market. The strategic window has been opened.

Agriculture is one of the priority areas of socio-economic development of the region. 56% of all land in the region is occupied by agricultural land. Available land in the region comprises 168.8 thousand hectares. AIC sectors developed in the region: Livestock sector - cattle, pig breeding; poultry farming, crop sector (closed and open soil), fruit farming, aquaculture. The most developed area of the economy in the region is dairy - meat farming. In recent years, there has been a steady increase in the production of livestock products. In the Psov region, there are all necessary conditions for the development of fish farming activities. The climate of the region is suitable for growing sturgeon, trout, carp and other fish species. There are 186 agricultural enterprises, 224 farms in the region and more than 88.4 thousand private farms.
